The Medical Council of India (MCI) screening test is familiarly known as the Foreign Medical Graduates Examination (FMGE). The National Board of Examination (NBE) is authorized to conduct the FMGE exam on behalf of the National Medical Council of India. 

This exam is conducted yearly twice. Medical graduates who studied in foreign countries and returning to India for practice must qualify for the FMGE examination.

To smoothly practice medicine in India, foreign medical graduates have an additional requirement to fulfill. They must complete a one-year internship at a recognized teaching hospital or medical college in India. 

It is important to note that the internship can also be undertaken outside of India, but the relevant internship certificate must be attested by the Indian Mission Embassy or Consulate office in that country.

The Screening Test was introduced in 2002 as a qualifying examination for Indian doctors who obtained their medical degrees from countries outside India. The countries covered include the Soviet Union, China, Nepal, Eastern European countries, Caribbean countries, Philippines, among others. 

Indian doctors with a basic medical degree from outside India must pass this Screening Test. The medical institution from which the degree was obtained must be listed in the WHO International Directory of Medical Schools.

For students who enrolled in foreign medical institutions on or after March 15, 2002, it is necessary to obtain an “Eligibility Certificate” from the National Medical Council. However, this requirement does not apply to Indian students who enrolled before March 15, 2002.

MCI Screening Test

Key Points:

  • FMGE Screening Test is conducted in English only.
  • The test center is located in New Delhi.
  • There is no negative marking in the examination.
  • The examination is held twice a year, in June and December, on the last Sunday of these months.
  • The exam consists of 300 multiple-choice questions divided into two parts of 150 questions each. These questions require single-response type answers.
  • The results are published on the official website of the National Board of Examinations (NBE) and can also be obtained from the NBE office. There is no provision for rechecking, totaling, or re-evaluation of the marks obtained in the test.
  • The passing mark is 50% or higher. To pass the examination, a candidate must score at least 50% of the total marks.
  • There is no limit or restriction on the number of attempts for the test. Candidates can reapply as many times as necessary until they achieve success.

Mandatory Documents:

  • Certain mandatory documents need to be submitted, which must be self-attested and attested by a Gazette Officer. These documents include:
  • Copy of the passport as proof of the applicant’s nationality.
  • Proof of Date of Birth (such as a birth certificate).
  • Equivalent certificate from the Association of Indian Universities for 10+2 if obtained from abroad.
  • 10+2 Passing Certificate and Mark sheet from a recognized Board of Education.

Passing certificate and Mark sheet of the Primary Medical Qualifications (e.g., MBBS or equivalent medical certificate). Copies of the degree certificates must be attested by a Gazette Officer and self-attested. The degrees must also be attested by the Embassy of India or apostilled by the appropriate authority. For apostilled documents, the following are required.

  • Eligibility certificate issued by NMC (if available), issued for students who joined on or after March 15, 2019.
  • Internship certificate (if applicable).
  • If the certificates are issued in a language other than Hindi or English, they must be translated into Hindi or English before submission.
