NMC Rules and Regulations for Foreign Medical Graduates

The National Medical Commission Act, of 2019, a piece of legislation from Parliament, established the National Medical Commission (NMC). The NMC Gazette began publication on the 25th of September 2020. The Indian Medical Council Act of 1956’s section 3A created the MCI/NMC.

The National Medical Commission Act, of 2019, a piece of legislation passed by Parliament, did create the National Medical Commission (NMC). According to a gazette notification published on September 24, 2020, this act became effective on September 25, 2020. The NMC replaced the MCI and dissolved the temporary Board of Governors formed to oversee the NMC’s new rules and implement reforms in medical education.

The NMC is now responsible for regulating medical education, accreditation, and assessment of medical institutions, and setting standards for medical professionals in India. It aims to bring about significant reforms in medical education and improve the quality and accessibility of healthcare services in the country.

Functions of NMC

The National Medical Commission (NMC) has been established to fulfill several key responsibilities:

1. a) Establish guidelines and rules to assure high standards and good quality in medical education.
2. b) Create the necessary laws along with guidelines to control medical facilities, investigators, and practitioners.
3. c) Estimate the healthcare requirements, including human resources and infrastructure, and develop a plan to meet those needs.

Foreign Medical Graduate Licentiate Regulations 2023

The Foreign Medical Graduate Licentiate (FMGL) Regulations, issued by the National Medical Commission (NMC) on November 18th, 2021, outline the eligibility criteria for foreign medical graduates (FMGs) to practice in India. 

These regulations were introduced in response to the concerns raised by various stakeholders after the release of a draft notification proposing significant changes for FMGs in April 2021.

To be eligible for permanent registration and practice in India, FMGs must fulfill the following criteria:

Duration of MBBS Course: The total duration of the MBBS course in the chosen foreign university must be at least 54 months, Including a minimum of 12 months of internship in the same medical institution.

Medium of Instruction: FMGs must have studied in a university where English is the official medium of instruction.

Subjects Studied: FMGs should have studied specific subjects that are essential for medical practice in India. These subjects include communities or calamity products and services, general medical care, psychiatry, pediatrics, general surgery, anesthesia, obstetrics and gynecology, orthopedics, otorhinolaryngology, ophthalmology, dermatology, lab assistance, and related specialty areas.

Duration of the Course: And also, the FMGs’ theoretical, practical, and clinical training must be equivalent to the MBBS course in India. They should have completed 12 months of compulsory internship from the same institution where they completed the other parts of their course.
